SAIC is seeking a Treaty Compliance Analyst to provide onsite support to Deputy Chief of Staff, Army G-3/5/7, Treaty Compliance and Surety Division (DAMO-SSD). The candidate will provide strategic analysis, policy and program support to assist with the implementation of and compliance with (biological/conventional/chemical/nuclear) arms control treaties and agreements. This position is located in Arlington, VA.
Job Responsibilities:
- Support DAMO-SSD with developing treaty implementation and compliance policy, plans, guidance, instructions and memorandums
- Analyze and monitor information sources for items of significance to the Army pertaining to arms control implementation and compliance and proactively report on such matters to DAMO-SSD customer leadership
- Prepare briefings, executive summaries, information papers and trip reports on relevant arms control treaty-related topics or events
- Provide meeting support to include preparing for and attending working groups, conference, seminars and policy meetings (e.g., DoD Compliance Review Groups and Department of State Backstopping Meetings)
- Support revisions to Army policy and guidance documentation to include recommending draft language, establishing and participating in working groups, coordinating draft policy with stakeholders, and serving as a technical liaison between operators and policy makers
- Support the annual update to the Army Treaty Compliance Reference Compendium, Army Treaty Watch Books, annual data calls, and other products as required
- Participate in relevant arms control treaty-related trainings as sponsored by the Army, DoD or interagency stakeholders, such as Army CWC Challenge Inspection Exercises
Qualifications
Required Education and Experience:
- Bachelor’s and three (3) years policy or analyst experience; Masters and one (1) year related experience
Required Clearance:
- Active Top Secret clearance required; Ability to obtain TS/SCI required to maintain employment
- US citizenship required
Required Qualifications:
- Experience interacting with Service Staff, Joint Staff and OSD organizations
- Working knowledge of arms control treaty implementation and compliance issues at a policy or operational level
- Demonstrated experience working in complex environments with multiple points of contact
- Excellent written and oral communication skills
- Expert user of MS Word, Excel, PowerPoint, and Outlook
Desired Qualifications:
- Knowledge of New Strategic Arms Reduction Treaty (New START), U.S.-IAEA Additional Protocol Nuclear Safeguards, Chemical Weapons Convention (CWC), Biological Weapons Convention (BWC), Conventional Arms Control Agreements
