DESCRIPTION:The 11th meeting of the Tick-borne Disease Working Group (TBDWG) will be held on January 28 and 29\, 2020\, from 9:00 a.m. to 4:30 p.m. ET on both days (times subject to change). \nThe meeting will be held at the in Washington D.C. and by webcast. Preregistration for public members is advisable and can be accomplished by registering here. \nThe TBDWG was established by Congress in 2016 as part of the 21st Century Cures Act to provide subject matter expertise and to review federal efforts related to all tick-borne diseases\, to help ensure interagency coordination and minimize overlap\, and to examine research priorities.  The focus of this effort is the development of a report to the Secretary of Health and Human Services and Congress on the findings and any recommendations of the Working Group for the federal response to tick-borne disease prevention\, treatment and research\, as well as how to address gaps in these areas. \nFor this meeting\, the Working Group will hear presentations from eight subcommittees on their findings and potential actions for the TBDWG to consider; hear updates from the Public Comment and Inventory Subcommittees; and further discuss plans for developing the 2020 report to the HHS Secretary and Congress on federal tick-borne activities and research. \nPublic Comment – Information and Instructions\nThe public will have an opportunity to present their views to the Working Group during the meeting’s public comment session or by submitting their views in writing. \nVerbal comments (in-person): \n\nRequests to provide verbal public comment must be submitted via email by midnight Tuesday\, January 17\, 2020\, ET to tickbornedisease@hhs.gov. Workshop participants will consider lessons learned from progress and setbacks over the past 10 years\, since the previous workshop\, Envisioning a Transformed Clinical Trials Enterprise in the United States\, and\, looking forward\, discuss goals and key priorities for advancing a clinical trials enterprise that is more efficient\, effective\, person-centered\, inclusive\, and integrated into the health delivery system of 2030. \nThe event will provide an overview discussion on how an envisioned 2030 clinical trials enterprise may differ from the current system. It will discuss key challenges and opportunities in improving person-centeredness and inclusivity\, building resilience and transparency\, and integrating new technologies. \nThe workshop session will consider changes in the clinical trials enterprise made in response to COVID-19 that may establish positive and sustainable examples for the future\, and consider specific action steps that individual stakeholders could take to support an envisioned change from 2020 to 2030. \nFor additional information on the workshop series\, please visit the project page. \nBackground\nClinical trials research has changed dramatically over the last decade. The biological\, physical\, and digital spheres are merging; clinical research and health care are at a critical juncture; new approaches enable the collection of data in real-world settings; and new modalities\, such as digital health technologies and artificial intelligence applications\, are changing possibilities for the conduct of clinical research. These opportunities hold great promise for advancing our understanding of health maintenance and prevention\, disease progression\, and developing new therapies for patients. At the same time\, the clinical research enterprise is strained by rising costs\, an evolving regulatory and economic landscape\, increasing clinical trial complexity\, difficulties in the recruitment and retention of research participants\, and a clinical research workforce that is under tremendous stress. Some\, but not all\, of these challenges and opportunities were predicted in the 2011 National Academies workshop\, Envisioning a Transformed Clinical Trials Enterprise in the United States: Establishing an Agenda for 2020. There is now a need for stakeholders from across the clinical research lifecycle to consider lessons learned from progress and setbacks over the past 10 years and broadly consider goals and key priorities for advancing a clinical trials enterprise that is more efficient\, effective\, person-centered\, inclusive\, and integrated into the health delivery system of 2030.

DESCRIPTION:The National Institute of Standards and Technology (NIST) is co-hosting a 2-day meeting with the International Ultra Violet Association (IUVA) focused on examining measurement\, standards\, technology and data research needs to promote innovation in the effective use and implementation of ultraviolet-C (UVC) technology in healthcare settings for the reduction and prevention of healthcare associated infections (HAIs). \nThis unique event provides the community with an opportunity to learn about the current science in HAI prevention with UVC and to discuss standard needs in both the physical and biological performance areas for UVC disinfection devices. \nHAIs are recognized as an important public health and patient safety issue. UVC devices are shown to reduce the incidence of many HAIs\, but the adoption of the technology by the healthcare industry has been sparse. There is a lack of performance standards to help healthcare managers make informed\, credible investment decisions. Measurements and standards in the light and biological sciences are needed to accelerate the adoption of UVC technology in the healthcare market. \nThrough two days of targeted programming\, attendees will learn about the latest developments in UVC technology\, engineering and operations\, and regulatory issues related to disinfection. Current measurements\, standards and data supporting UVC disinfection will be discussed in the context of innovation and implementation. The DIGET program aims to deliver this capability\, leveraging advances in gene editing technologies to develop low-cost\, high-trust\, rapidly reconfigurable\, and fieldable diagnostic (Dx) and biosurveillance (BSV) technologies to enable detection of any threat\, anytime\, anywhere. \nThe Proposers Day goals include:\n1. Introduce the DIGET program vision and goals;\n2. Explain the mechanics of a DARPA program in general and the objectives and milestones\nof this program in particular; and\n3. Encourage and promote teaming arrangements among organizations that have the relevant\nexpertise\, research facilities\, and capabilities for executing research and development\nresponsive to the DIGET program goals. \nThe Proposers Day will include brief overview presentations by government personnel as well as\nan information session to respond to questions from participants. Potential performers can\nhighlight their technical capabilities through “lightning” talks such that teaming relationships can\nbe developed. SUMMARY:Antibiotic Awareness Week 2019
DESCRIPTION:Antibiotic Awareness Week will be held 18-24 November 2019 with countries around the world designating this week for focused awareness campaigns. \nAntibiotics save lives and are critical tools for treating a number of common and more serious infections\, like those that can lead to sepsis. However\, at least 30% of the antibiotics in U.S. outpatient settings are prescribed unnecessarily. Any time antibiotics are used\, they can cause side effects and lead to antibiotic resistance\, one of the most urgent threats to the public’s health. \nAntibiotic resistance happens when bacteria develop the ability to defeat the drugs designed to kill them. Each year in the United States\, at least 2 million people become infected with bacteria that are resistant to antibiotics and at least 23\,000 people die as a direct result. Many more die from complications from antibiotic-resistant infections. \nKEY POINTS\n\n\nAntibiotics save lives. When a patient needs antibiotics\, the benefits outweigh the risks of side effects and antibiotic resistance.\nAntibiotics aren’t always the answer. Everyone can help improve antibiotic prescribing and use. Improving the way healthcare professionals prescribe antibiotics\, and the way we take antibiotics\, helps keep us healthy now\, helps fight antibiotic resistance\, and ensures that these lifesaving antibiotics will be available for future generations.\nAntibiotics do not work on viruses\, such as those that cause colds\, flu\, bronchitis\, or runny noses\, even if the mucus is thick\, yellow\, or green.\nAntibiotics are only needed for treating infections caused by bacteria\, but even some bacterial infections get better without antibiotics. Antibiotics aren’t needed for many sinus infections and some ear infections.\nAn antibiotic will not make you feel better if you have a virus. Respiratory viruses usually go away in a week or two without treatment. Ask your healthcare professional about the best way to feel better while your body fights off the virus.\nWhen antibiotics aren’t needed\, they won’t help you\, and the side effects could still cause harm. Side effects range from minor to very severe health problems. When you need antibiotics for a bacterial infection\, then the benefits usually outweigh the risk of side effects.\nTaking antibiotics can lead to antibiotic resistance. Antibiotic resistance occurs when bacteria develop the ability to defeat the drugs designed to kill them.\nIf you need antibiotics\, take them exactly as prescribed. Talk with your doctor if you have any questions about your antibiotics.\nTalk with your doctor if you develop any side effects\, especially severe diarrhea\, since that could be a Clostridioides difficile (C. difficile or C. diff) infection\, which needs to be treated.\nDo your best to stay healthy and keep others healthy by cleaning hands\, covering coughs\, staying home when sick\, and getting recommended vaccines\, such as the flu vaccine.

SUMMARY:Biological Safety for First Responders Course
DESCRIPTION:ABSA International and the Federal Bureau of Investigation will host a special Biological Safety for First Responders workshop on 15 November 2019 during the ABSA Annual Biosafety and Biosecurity Conference in Birmingham\, Alabama. \nThe course is being provided free of charge to the First Responder community by ABSA International. Participation is limited based on space availability. \nThe workshop is offered from 9am—11:30am or 1pm—3:30pm \nThe workshop will focus on biosafety basics\, research at universities\, regulatory aspects and current infectious disease issues as it relates to First Responders. \nWilliam So\, PhD\, FBI WMD Directorate Biological Countermeasures Unit\, will speak on challenges to responder safety in the current threat environment. \nDiscussions will include the differences between biological safety and infection control and how these differences can be used by First Responders to protect themselves and their family from potential exposures to infectious disease. \nThis course will be a great opportunity for the Birmingham area First Responders\, Public Health officials and the local biological safety community to network and begin partnerships in emergency response. \nFor registration please email firstresponder@absa.org

SUMMARY:General Membership Meeting of the Medical CBRN Defense Consortium and CWMD Consortium
DESCRIPTION:The Medical CBRN Defense Consortium and the Countering Weapons of Mass Destruction Consortium\, in conjunction with the JPEO-CBRND and DHS CWMD Office\, will host a consortia meeting and industry outreach event on 12-13 Nov 2019 in Bethesda\, Md. \nThis event will include multiple opportunities for Government\, industry\, and academia to interact and exchange information regarding upcoming business opportunities. \nThis event will focus on medical and non-medical CBRNE related requirements of the CBRN enterprise including the JPEO-CBRND\, DHS CWMD Office\, DTRA\, and others. \nAssistant Secretary McDonnell and other speakers will update participants on CWMD’s progress towards meeting its mission and expand on the Office’s current areas of emphasis. The event will include plenary sessions\, user panel\, and an expanded exhibit area. This event will include sessions with government\, industry\, academia\, and operational users who have an interest in countering chemical\, biological\, radiological\, and nuclear threats in the new CWMD mission space. \nMembership in MCDC is limited to US companies or US-based affiliates of foreign companies. Foreign companies cannot gain membership due to MCDC’s requirement that members obtain a DD2345 (military critical technical data agreement). However\, foreign companies can be subcontractors (team members) on projects awarded through the Other Transaction Agreement (OTA) as long as they can meet the terms and conditions of the OTA. The MCDC member awarded the project is responsible for flowing the applicable requirements down to the foreign company. \nThe Countering Weapons of Mass Destruction (CWMD) Consortium was formed in response to the Government’s expressed interest to establish an Other Transaction Agreement (OTA) with an eligible entity or group of entities\, to include industry\, academic\, and not-for-profit partners\, for advanced development efforts to support agencies that have a need to prototype new technologies related to Countering Weapons of Mass Destruction. DESCRIPTION:The Department of Homeland Security (DHS)\, Office of Procurement Operations (OPO)\, Countering Weapons of Mass Destruction (CWMD) intends to hold a Pre-Solicitation Conference for interested industry partners for the Systems Support Directorate (SSD)\, Operations Support Directorate (OSD)\, and Policy\, Plans\, and Analysis (PPA) Advisory and Assistance Services (A&AS) requirements on Friday\, November 8\, 2019. \nThe purpose of the Pre-Solicitation Conference is to discuss the SSD\, OSD\, and PPA requirements and address additional industry questions. \nWe have received many comments and questions regarding the limitation of future contracting and organizational conflict of interest clauses. In advance of posting our responses to industry comments and questions\, we can advise you that our intent is to revise those clauses in order to allow a vendor to compete as a prime and/or sub on all three A&AS awards (SSD\, OSD & PPA). \nThe government intends to post responses to industry comments received in response to the SSD\, OSD\, and PPA draft solicitations no later than 5:00 PM eastern time on Wednesday\, November 6\, 2019.
