SUMMARY:DARPA Panacea Program - Accessing the Dark Proteome
DESCRIPTION:The Defense Advanced Research Projects Agency (DARPA) Biological Technologies Office is holding a Proposers Day to provide information on the structure and objectives of the Panacea program. \nThe event will be held on December 14\, 2018 from 10:00 AM to 2:00 PM EST at the Executive Conference Center (ECC; 4075 Wilson Blvd.\, Suite 300\, Arlington\, VA 22203). Advance registration is required. \nPanacea aims to integrate systems pharmacology and advanced medicinal chemistry approaches to expand the human drug target space for therapeutic interventions in the areas of acute management of pain and inflammation and the improvement of physiological endurance under oxygen-limited conditions or environments. Panacea will support the development and proof-of-concept demonstration of a new integrated platform for the rapid prediction\, synthesis\, and validation of pharmacological interventions. \nNew drug development for the Panacea program will be focused towards solving two critical problems facing DoD personnel: alleviating pain/inflammation without unwanted side effects and positively mitigating metabolic stress. \nDARPA seeks to bridge the gaps between the chemical space required to identify and produce novel pharmacological interventions and the complex biological space whose functions must be quantified in order to predict and validate the benefits of those interventions for these two desired indications. \nThe success of the Panacea program will represent a paradigm shift in the new drug discovery process and provide new technology that enables more rapid\, safe and effective therapeutic drug development for military and civilian health. \nSpecifically excluded from this effort is research that primarily results in evolutionary improvements to the existing state of practice\, that requires genetic manipulation of the intended recipient\, or that relies on discovering novel pharmacodynamic space for known therapeutics to identify additional indications. \nAdditional details\, including registration instructions\, are available at https://go.usa.gov/xP6hD. DESCRIPTION:The George Mason University Schar School of Policy and Government will host “Preventing Pandemics and Bioterrorism: Past\, Present\, and Future” featuring Robert Kadlec\, M.D. Assistant Secretary for Preparedness and Response (ASPR) Health & Human Services on December 4\, 2018. \nJoin the Schar School Biodefense Program\, Schar Alumni Chapter\, and Dean Mark Rozell for an evening of connecting with alumni\, academics\, practitioners\, and students. \nHear from Dr. Kadlec about lessons learned for pandemic preparedness since the 1918-1919 influenza pandemic\, plans for implementing the new National Biodefense Strategy\, and the importance of education for the future of biodefense. \nDr. Kadlec spent more than 20 years as a career officer and physician in the United States Air Force before retiring as a Colonel. Over the course of his career\, he has held senior positions in the White House\, the U.S. Senate\, and the Department of Defense. Most recently\, he served as the Deputy Staff Director to the Senate Select Committee on Intelligence. \nDr. Kadlec previously served as staff director for Senator Richard Burr’s subcommittee on bioterrorism and public health in the 109th Congress. In that capacity\, he was instrumental in drafting the Pandemic and All-Hazard Preparedness Bill. Kadlec also served at the White House from 2002 to 2005 as director for biodefense on the Homeland Security Council\, where he was responsible for conducting the biodefense end-to-end assessment\, which culminated in drafting the National Biodefense Policy for the 21st Century. He served as Special Assistant to President George W. Bush for Biodefense Policy from 2007 to 2009. \nEarlier in his career\, he served as the Special Advisor for Counterproliferation Policy at the Office of the Secretary of Defense\, where he assisted DOD efforts to counter chemical\, biological\, radiological\, and nuclear (CBRN) threats in the wake of 9/11 and contributed to the FBI investigation of the anthrax letter attacks. He began his career as a flight surgeon for the 16th Special Operations Wing and subsequently served as a surgeon for the 24th Special Tactics Squadron and as Special Assistant to J-2 for Chemical and Biological Warfare at the Joint Special Operations Command. He was named U.S. Air Force Flight Surgeon of the Year in 1986. \nDr. Kadlec holds a bachelor’s degree from the United States Air Force Academy\, a doctorate of medicine and a master’s degree in tropical medicine and hygiene from the Uniformed Services University of the Health Sciences\, as well as a master’s degree in national security studies from Georgetown University.

However\, at least 30% of the antibiotics in U.S. outpatient settings are prescribed unnecessarily. DESCRIPTION:The 2018 Summer Workshop on Pandemics\, Bioterrorism\, and Global Health Security: From Anthrax to Zika will be held 18-20 July in Arlington\, Virginia. \nThis three-day\, non-credit summer workshop is designed to introduce participants to the challenges facing the world at the intersection of national security\, public health\, and the life sciences. The workshop is organized by the Biodefense Graduate Program at the Schar School of Policy and Government. \nWho should attend? Professionals and academics\, both domestic and international\, in public health\, the life sciences\, the biotechnology and pharmaceutical industries\, international affairs\, law enforcement\, emergency management\, and national security who have responsibilities for preventing\, preparing for\, or responding to pandemics\, bioterrorism\, and other threats to global health security. \nThe workshop faculty are internationally recognized experts from the government\, private sector\, and academia\, and include: \nJens H. Kuhn: Research Leader at Battelle Memorial Institute\, Columbus\, OH\, USA\, tasked as the Virology Lead (Contractor) at NIH/NIAID/DCR’s Biosafety Level 4 facility\, the Integrated Research Facility at Fort Detrick. Dr. Kuhn specializes in highly virulent viral human and animal pathogens. \nEdward You is a Supervisory Special Agent in the FBI’s Weapons of Mass Destruction Directorate\, Biological Countermeasures Unit. Mr. You is responsible for creating programs and activities to coordinate and improve FBI and interagency efforts to identify\, assess\, and respond to biological threats or incidents. \nGregory D. Koblentz: Associate Professor in the Schar School of Policy and Government and Director of the Biodefense Graduate Program at George Mason University. Dr. Koblentz is a member of the Scientist Working Group on Chemical and Biological Weapons at the Center for Arms Control and Non-Proliferation in Washington. He previously worked at Georgetown University\, the Executive Session for Domestic Preparedness at Harvard University\, and the Carnegie Endowment for International Peace. \nAndrew Kilianski: GMU professor and biological scientist at the DoD. His work focuses on combating current and future threats from weapons of mass destruction in addition to teaching classes on biosurveillance and virology in the GMU Biodefense graduate program. Dr. Kilianski was previously a National Research Council fellow with the US Army at Edgewood Chemical Biological Center. \nSanford L. Weiner: Research Associate in the Center for International Studies at the Massachusetts Institute of Technology\, and a Visiting Fellow at Imperial College\, University of London. For several decades he has done international comparative policy studies of public health agencies\, and research on national security policies and environmental policies. He is currently studying responses to pandemic flu in Europe and the United States. \nRobert House: Senior Vice President of Government Contracts for Ology Bioservices\, Inc.\, a contract manufacturing and development organization specializing in products for infectious diseases. He is also President and Owner of Venema Consulting LLC\, a private consulting practice specializing in vaccines\, immunology\, toxicology and infectious disease. Prior to his current positions\, he was President of DynPort Vaccine Company LLC (DVC)\, a biotechnology firm in Frederick\, MD. \nDavid R. Franz: Served as commander of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) and as deputy commander of the Medical Research and Materiel Command. His current standing committee appointments include the National Science Advisory Board for Biosecurity (NSABB)\, the National Academy of Sciences Committee on International Security and Arms Control\, the National Research Council Board on Life Sciences\, and the Senior Technical Advisory Committee of the National Biodefense Countermeasures Analysis Center.
