General Dynamics Information Technology is seeking a Treaties Management Senior Analyst.
This position assists the Office of the Deputy Assistant Secretary of Defense for Threat Reduction and Arms Control (ODASD(TRAC)) in providing cogent analyses and response to high-level tasks and actions. ODASD(TRAC) provides strategic and implementation guidance, exercises acquisition and management oversight, and exercises control of resources for the Chemical Demilitarization Program, DoD treaty management and compliance activities and other mission areas.
Essential Job Functions:
- Research and analyze Chemical Weapons Convention (CWC) implementation and compliance issues and provide analysis and interpretation for implementation and compliance activities.
- Provide technical support for DoD Arms Control Implementation Working Groups, Compliance Review Groups, and other treaty management coordination.
- For chemical and biological weapons (CBW) treaties and agreements, compile information to prepare the annual DoD Confidence Building Measure submission to the Department of State. Review input from DoD components, resolve questions or technical issues, consolidate information, and prepare the annual DoD report. Ensure proper coordination and approval is obtained prior to formal DoD submission.
- Prepare for and execute official visits related to treaty issues for foreign dignitaries. The candidate shall identify sensitive technical issues, perform research, and prepare reports, briefings, information papers, agendas, logistics requirements, etc., as required.
- Provide technical and analytical support to any initiatives in implementing international arms control agreements to include the conduct and sharing of R&D, and other scientific initiatives. This will include methods and processes that are classified up to TOP SECRET in order to safeguard national security.
- Develop, update and track schedule requirements for projects, briefings, meetings, etc.
- Prepare edit, coordinate and finalize documents such as plans, procedures, reports, briefings, presentations, technical manuals and specifications, etc.
- Assist in the preparation and support staffing of issues and positions papers, checklists, and other relevant documents
- Assist in the review and evaluation of technical reports concerning mission areas to include developing summaries of content and their significance in relation to the office’s missions
- Provide meeting minutes and synopses, technical papers, background papers, talking points and or briefings
- Monitor issues and actions, and update information as required
- Provide quick reaction support for the development and coordination of issues and papers, briefings, congressional hearing testimony and attend meetings for and or participate in such meetings
- Provide quick reaction technical and or analytical support for ad hoc working groups with OASD (NCB) to address urgent and emergent issues, concerns and develop course of action pertaining to and related to mission areas of ODASD (TRAC)
- Assist in the arrangement of and provide technical support for meetings, assist in preparing agenda, and draft comprehensive and accurate minutes or summaries for meetings, status reports and trips.
- Attend meetings and events and prepare technical papers, briefings, talking points, etc.
- Provide high quality analytical, planning and technical support for mission requirements.
