Biological Threats in the Age of the Bioeconomy Workshop 2: Scenario Discussions

The National Academies of Sciences, Engineering, and Medicine (NASEM) will host the second installment of its ongoing workshop series, Biological Threats in the Age of the Bioeconomy, on July 16–17, 2025. This multiday, in-depth session will focus on a critical issue at the intersection of biotechnology, biosecurity, and global health: how to assess and mitigate risks while advancing innovation in the bioeconomy.

This workshop will engage scientists, policymakers, and health security professionals in discussions centered on a Crop Improvement Multi-Omics scenario, exploring its dual-use potential and broader implications. Participants will evaluate how emerging bioeconomy-relevant research—particularly in multi-omics and biomanufacturing—might present opportunities for scientific and agricultural advancement, while also identifying potential vulnerabilities that could be exploited for harmful purposes.

Objectives of the Workshop Include:

• Applying and adapting existing dual-use risk assessment frameworks to bioeconomy R&D.
• Evaluating scientific benefits and potential misuse scenarios of bioeconomy-related technologies.
• Identifying best practices and strategies for responsible innovation and oversight.
• Facilitating cross-disciplinary dialogue between early-career and experienced scientists, biosecurity experts, and global stakeholders.

This event is part of the broader Biological Threats in the Age of the Bioeconomy – A Workshop Series, an initiative by NASEM to examine and update global approaches to mitigating dual-use risks amid rapid bioeconomic growth. The series brings together international experts to ensure that research and innovation continue to serve peaceful, health-promoting goals in a rapidly evolving global landscape.
