Navy Seeks CBRE Mail Screening Equipment

The U.S. Department of the Navy is soliciting for commercial Chemical Biological Radiation Explosive and Narcotic (CBRE-N) Freight X-Ray Mail Scanning Systems for military personnel mail services.

The announcement states that traditionally, mail is screened for CBRE agents using a combination of separate machines. The Navy seeks to acquire an integrated system solution to minimize the number of times a mail-piece or mail container must be handled to detect all threats.  The device may be a single piece of equipment or may be composed of separate components linked together as an integrated device so mail is introduced once by the device operator.

Quotes must be inclusive of a 1 year manufacturer’s warranty, transportation, and Installation of the equipment. The required delivery and install completion date is 1 February 2014. Interested persons may identify their interest and capability to respond to the requirement or submit quote. All quotations received by the closing response date will be considered by the Government.

The device must be able to screen mail that includes letters, flats and parcels (as defined by the U.S. Postal Service), individually or contained in standard mail handling containers such as mail trays, tubs or sacks.  The device must be of sufficient capacity to handle any individual piece up to 18 by 24 by 18 inches in size, with a maximum weight of 70 lbs.

The device must have a capacity to process a minimum of 100 mail pieces (individual parcel, mail sack, mail tub, or mail tray) per hour. The entire device must be able to fit in a footprint not to exceed 8 by 12 feet and must not be taller than 8 feet.  The device should be self-contained in operation; other than an external power source, no other special considerations are required to install e.g. special external ventilation, air conditioning, or heating beyond that which would be found in a normal mail center environment.

During the screening process, the device must offer protection to the operator from any detected agent(s) through a containment/air filtering system.

Biothreat targets for the screening system include: Anthrax, Brucella spp, Botulism A, Coxiella, E. coli 0157, Tularemia, Ricin, Salmonella, Smallpox, and Plague.
