CBRNE External Meteorological Modeling System

by Global Biodefense Staff
March 4, 2014

The Pentagon Force Protection Agency, Chemical, Biological, Radiological, Nuclear, & Explosive (CBRNE) Directorate is seeking proposals for provision of External Modeling System (EMS) support services.

The services include measuring complex winds in environments with dense buildings and complex terrain, high-quality sensing of the atmosphere, modeling airborne plumes, coupling indoor and outdoor airflow models, modeling present and future climate scenarios at unprecedented temporal and spatial scales.

It is anticipated that the contract will be awarded using a hybrid contract, primarily firm fixed price (FFP) with several cost reimbursement line items, no fee. It is anticipated that the resulting contract will consist of one 12-month base period and four 12-month option periods.

The Pentagon Force Protection Agency (PFPA) is a civilian defense agency within the Department of Defense responsible for the safety of the Pentagon, Navy Annex and other assigned Pentagon facilities. The agency was established following the Sept. 11, 2001 attack on the Pentagon. PFPA’s mission is accomplished with criminal investigative and protective services agents; law enforcement officers; threat management agents; and anti-terrorism/force protection and physical security personnel.

The Agency’s CBRNE Division is responsible for threat prevention, detection, and response for the facility and DoD assets within the National Capital Region. PFPA CBRNE activities includes analyzing environmental samples for CBRNE agents, maintaining skilled CBRNE-incident response and consequence management specialists, screening packages and conducting on-scene hazard evaluations.

Further details of the contracting activity are available under Solicitation Number: HQ0034-14-R-0032.
