China’s Ministry of Agriculture and Rural Affairs (MARA) said on Thursday it had confirmed a new African swine fever outbreak near the city of Huangguang in the central province of Hubei.
The outbreak occurred on a farm of 636 pigs in Xishui county, it said, adding that 13 had already died and a further 24 were sick. Local authorities have initiated an emergency response to block, cull and disinfect the affected pigs.
It is the third swine fever outbreak in Hubei this year. Seventeen provincial-level areas have been hit by the disease, which does not affect humans but can be fatal to infected pigs.
China has struggled to stem the rapid spread of the fatal disease, which has now been reported on more than 50 farms across the country.

The epidemic has occurred in 17 provinces and has been introduced to the province of pig breeding in the southern hinterland of China. According to the epidemiological survey results, long-distance transportation of pigs is the main reason for the spread of epidemics across the region. It does not meet the animal epidemic prevention requirements and the uncleaned and disinfected transport vehicles have a high risk of epidemic transmission. At the same time, some lawless elements, driven by interests, have transferred pigs from high-risk provinces in violation of laws and regulations, and some areas have caused African swine fever. All local animal husbandry and veterinary departments, transportation departments, and public security departments must attach great importance to it, fully understand the importance and urgency of doing a good job in the supervision and management of live pigs, further strengthen the joint supervision work, and take effective measures to prevent the spread of the epidemic through cross-regional transmission of live pigs. .
Second, clarify the duties and tasks, and do a good job in the implementation of management and control measures. All local animal husbandry and veterinary departments shall, in accordance with the relevant requirements of the State Council and the provisions of the Agricultural and Rural Ministry Announcement No. 79 , adopt record management measures such as pig transport vehicles, and organize the preparation of vehicle records. It is necessary to strictly check the animal quarantine certificate in the transportation process of pigs, the record of the pig transport vehicle, the clinical health of the pigs, the cleaning and disinfection of the transport vehicles, check the origin, destination and transportation route of the pigs, and find that illegal pigs are transported illegally. Seriously deal with it. The transportation department should timely adjust the “green channel” control measures, and transport all live livestock and poultry vehicles such as pigs to no longer enjoy the “green channel” policy of fresh agricultural products. It is necessary to set up warning signs at the toll stations to carry out strict inspections on vehicles transporting pigs and their products. It is necessary to notify the animal husbandry and veterinary department in time to cooperate with the relevant departments. The transportation department and the public security department should actively cooperate with the animal husbandry and veterinary department to carry out inspections on pig transport vehicles. The animal husbandry and veterinary department should increase the investigation and punishment of illegal and illegal activities such as the transfer of live pigs without animal quarantine certificates, strengthen the effective connection between administrative law enforcement and criminal justice, promptly transfer the suspected crimes to the public security departments and other departments, and resolutely block illegal trafficking.
