BioWatch Field Monitoring RFI

The Department of Homeland Security (DHS) Office of Health Affairs (OHA) is requesting information, seeking sources, and conducting market research for an acquisition to acquire field services for the BioWatch air-sampling network located within the Baltimore, Washington, Richmond Corridor (BWRC). This network conducts surveillance for aerosolized exposures caused by intentional release of biological agents.

The contractor will be responsible for organizing and managing the local field collection teams who perform sample collection activities and routine equipment maintenance in the designated area. The samples will be transported to the BWRC Laboratory while maintaining chain of custody procedures.  

In addition to sample collection activities, the contractor will be responsible for maintaining aerosol collectors and associated audit devices within the specified network.

As optional requirements the contractor may be required to provide additional support services in three areas: response to special events; sampling surges during an incident or elevated threat periods; and potential incorporation of different collectors and sampling techniques as new technologies are added to the program.
