The U.S. Army Medical Research Acquisition Activity is requesting proposals to organize and operate a Medical Technology Enterprise Consortium (MTEC), a consortium of industrial, academic and other organizations operating as a 501(c)(3) corporation.
The Consortium and its Members shall conduct individual and collaborative efforts to satisfy military requirements, and dual use (military and civilian) requirements where practical. Collaborating, teaming, and joint ventures among the Consortium members are preferred. The majority of the work for any project shall be executed by the Consortium member or members; it is not to be subcontracted to other organizations.
Activities the Consortium will engage in include:
- Biomedical research and prototyping
- Capitalization of private sector technology opportunities
- Technology transfer
- Commercialization of Government intellectual property;
- Follow-on production for the U.S. Army Medical Research Acquisition Activity
The Army expects the Consortium to commercialize the research and products developed in order to generate revenue for further research and development. Included in this potential revenue stream are items such as royalties from patents generated, revenue from commercial test agreements and test service agreements, revenue generated by prototyping of products, and revenue from Government intellectual property.
