The U.S. Army has announced intentions to negotiate a sole source contract with Battelle Memorial Institute for the Biological Select Agents and Toxins (BSAT) Database for Department of Defense facilities.
The BSAT database will maintain a qualitative BSAT inventory and quantitative database for BSAT registered DoD entities.
Development and refinement was completed in the Phase I Qualitative portion of the database, which was developed by Battelle starting in June 2011. According to the government announcement, Battelle is the only qualified contractor that can meet the requirements for the DoD BSAT database due to exclusive knowledge of the Select Agent Program (SAP) and the ability to obtain a Security Risk Assessment from the SAP.
The proposed contract action is required by the Office of the Assistant to the Secretary of Defense for Nuclear, Chemical, and Biological Defense/Chemical and Biological Defense, OASD (NCB/CB).
