The Defense Threat Reduction Agency (DTRA) has announced intentions to negotiate a sole source contract with Cubic Defense Applications, Inc. (CAI) for “Program Management, Planning, Execution and Evaluation of Chemical, Biological, Radiological, Nuclear (CBRN) Preparedness Program (CP2)”.
This is a follow-on contract for CBRN preparedness efforts, exercise support, and evaluation services of the existing processes and procedures required to respond to incidents involving nuclear weapons, nuclear reactors, improvised nuclear/radiological materials as well as chemical and biological agents, materials, and other Weapons of Mass Destruction (WMD) systems.
This work is currently being performed by CAI under single award Indefinite Delivery / Indefinite Quantity (IDIQ) Contract #HDTRA1-04-D-0020. A full and open competition was conducted in 2013 for a follow-on effort that was awarded on 23 July 2014 and was subsequently protested first to the Government Accountability Office and then to the US Court of Federal claims. The latter protest is still pending.
In order to avoid mission disruption, it is DTRA’s intention to award this bridge contract to CAI for a period of one year.
