Combating Terrorism Broad Agency Announcement

The Combating Terrorism Technical Support Office (CTTSO) Technical Support Working Group (TSWG) is soliciting concepts for innovative research and development projects that enhance the capabilities of the U.S. Government to combat or mitigate terrorism.

The following broad mission areas are included under the effort: Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE); Advanced Analytics Capabilities; Explosives Ordnance Disposal/Low-Intensity Conflict; Improvised Device Defeat; Investigative Support and Forensics; Personnel Protection; Physical Security; Surveillance, Collection, and Operations Support; Tactical Operations Support; and Training Technology Development. 

Under the CBRNE umbrella, stated technical areas of particular interest include: 

Rugged Wearable Detect-to-Warn Chemical/Radiological Sensor
Methods for Chemical and Biological Material Attribution
Biological Detection Systems Utilizing Orthogonal Approaches
Configurable Portable CBR Glove Box
Explosive Sampling Materials and Devices
Handheld Orthogonal Explosives Detector
Energy Efficient Technologies for Expeditionary Shelters
Mobile Learning and Support Apps for CBRNE response
CB Protective Sock/Liner System
Small Unit Water Purifier
Explosives Detection Training


CBRN medical countermeasures such as vaccine development or clinical diagnostics will not be considered under the BAA.

Full requirement descriptions and submission instructions can be found under BAA-13-Q-3025. CTTSO states that awards under this BAA are planned for Fiscal Year 2014 pending funding availability. The response deadline is March 21, 2013.
